Who we are

The Animal Welfare Policy Review is a group of individuals who wish to review animal welfare policy as it stands at the present time in the United Kingdom, and to help to develop sensible proposals for improving animal welfare that could be adopted by government. Any new policies must balance the need to undertake scientific research and produce meat and other animal products, the moral imperative for treating animals as humanely as possible, and compensation for the increased costs of humane husbandry.


The Review is being taken forward by:

  • Peter Hall (Chair), Executive Chairman of Hunter Hall, Australia's largest dedicated ethical fund management company. Peter attended school in England and has lived in England for the last ten years. He is a dedicated conservationist and a funder of a number of conservation projects around the world.
  • David Eves (Secretary), who is a former senior civil servant with long experience of regulating industry, including inspection and enforcement of compliance with law and standards.
  • Lucy North (Co-ordinator), whose background is in Japanese Studies, but who is fast gaining a familiarity with animal welfare issues.

We are taking forward this consultation with a view to incorporating its findings and any pertinent suggestions in a paper that will be delivered individuals or parties who have the greatest leverage in influencing the future of animal welfare policy in around April 2007. Approximately three months after its delivery to those individuals or parties, the paper will be made publicly available online at this website.


Our terms of reference are to review policy for animal welfare, taking account of

  • existing legislation and standards;
  • present government policy and current initiatives towards improving animal welfare;
  • the roles and responsibilities of farmers, producers, transporters, operators and processors, retailers, consumers, and other stakeholders;
  • expert opinion and informed perceptions of the state of animal welfare and issues that need to be addressed by government; and
  • relevant issues arising in the international context (Europe and beyond).

The scope of the review is animal husbandry in the United Kingdom.
